nottoexceed

theemissionlimitsforexposuretoradiofrequency(RF)energysetbytheFederal

CommunicationsCommission(FCC)oftheU.S.Government.TheseFCCexposure

limitsarederivedfromtherecommendationsoftwoexpertorganizations,theNational

CounselonRadiationProtectionandMeasurement(NCRP)andtheInstituteofElectrical

andElectronicsEngineers(IEEE).Inbothcases,therecommendationsweredeveloped

byscientificandengineeringexpertsdrawnfromindustry,government,andacademia

afterextensivereviewsofthescientificliteraturerelatedtothebiologicaleffectsofRF

energy.

Theexposurelimitforwirelessmobilephonesemploysaunitofmeasurementknown

astheSpecificAbsorptionRate,orSAR.TheSARisameasureoftherateofabsorption

ofRFenergybythehumanbodyexpressedinunitsofwattsperkilogram(W/kg).The

FCCrequireswirelessphonestocomplywithasafetylimitof1.6wattsperkilogram

(1.6W/kg).TheFCCexposurelimitincorporatesasubstantialmarginofsafetytogive

additionalprotectiontothepublicandtoaccountforanyvariationsinmeasurements.

TestsforSARareconductedusingstandardoperatingpositionsspecifiedbytheFCC

withthephonetransmittingatitshighestcertifiedpowerlevelinalltestedfrequency

bands.AlthoughSARisdeterminedatthehighestcertifiedpowerlevel,theactualSAR

levelofthephonewhileoperatingcanbewellbelowthemaximumvalue.

Becausethephoneisdesignedtooperateatmultiplepowerlevelstouseonlythe

powerrequiredtoreachthenetwork,ingeneral,thecloseryouaretoawirelessbase

stationantenna,thelowerthepoweroutput.

Beforeaphonemodelisavailableforsaletothepublic,itmustbetestedandcertified

totheFCCthatitdoesnotexceedthelimitestablishedbythegovernmentadopted
