AlthoughtheexistingscienticdatadoesnotjustifyFDAregulatoryactions,
theFDAhasurgedthewirelessphoneindustrytotakeanumberofsteps,
includingthefollowing:
• SupportneededresearchintopossiblebiologicaleffectsofRFofthe
typeemittedbywirelessphones;
• DesignwirelessphonesinawaythatminimizesanyRFexposuretothe
userthatisnotnecessaryfordevicefunction;and
• Cooperateinprovidingusersofwirelessphoneswiththebestpossible
informationonpossibleeffectsofwirelessphoneuseonhumanhealth.
TheFDAbelongstoaninteragencyworkinggroupofthefederalagencies
thathaveresponsibilityfordifferentaspectsofRFsafetytoensure
coordinatedeffortsatthefederallevel.Thefollowingagenciesbelongtothis
workinggroup:
• NationalInstituteforOccupationalSafetyandHealth
• EnvironmentalProtectionAgency
• OccupationalSafetyandHealthAdministration
• NationalTelecommunicationsandInformationAdministration
TheNationalInstitutesofHealthparticipatesinsomeinteragencyworking
groupactivities,aswell.
TheFDAsharesregulatoryresponsibilitiesforwirelessphoneswiththe
FederalCommunicationsCommission(FCC).Allphonesthataresoldin
theUnitedStatesmustcomplywithFCCsafetyguidelinesthatlimitRF
exposure.TheFCCreliesontheFDAandotherhealthagenciesforsafety
questionsaboutwirelessphones.
TheFCCalsoregulatesthebasestationsthatthewirelessphonenetworks
relyupon.Whilethesebasestationsoperateathigherpowerthandothe
wirelessphonesthemselves,theRFexposuresthatpeoplegetfromthese
basestationsaretypicallythousandsoftimeslowerthanthosetheycanget
fromwirelessphones.Basestationsarethusnotthesubjectofthesafety
questionsdiscussedinthisdocument.
