Set the allowlist and blocklist of vehicles. Linked actions will be triggered when vehicles on the lists
are detected.

Allowlist: When vehicles on the allowlist are detected, the Device discards the captured vehicle
violation pictures without any processing.

Blocklist: When vehicles on the blocklist are detected, the Device triggers linked actions.
