Itisdesignedandmanufacturednottoexceedtheemissionlimitsfor
exposuretoradiofrequency(RF)energysetbytheFederalCommunications
Commission(FCC)oftheU.S.Government.TheseFCCexposurelimits
arederivedfromtherecommendationsoftwoexpertorganizations,the
NationalCounselonRadiationProtectionandMeasurement(NCRP)andthe
InstituteofElectricalandElectronicsEngineers(IEEE).Inbothcases,the
recommendationsweredevelopedbyscienticandengineeringexperts
drawnfromindustry,government,andacademiaafterextensivereviewsof
thescienticliteraturerelatedtothebiologicaleffectsofRFenergy.
Theexposurelimitforwirelessmobilephonesemploysaunitofmeasurement
knownastheSpecicAbsorptionRate,orSAR.TheSARisameasureofthe
rateofabsorptionofRFenergybythehumanbodyexpressedinunitsofwatts
perkilogram(W/kg).TheFCCrequireswirelessphonestocomplywithasafety
limitof1. 6 wattsperkilogram(1.6W/kg).TheFCCexposurelimitincorporates
asubstantialmarginofsafetytogiveadditionalprotectiontothepublicandto
accountforanyvariationsinmeasurements.
TestsforSARareconductedusingstandardoperatingpositionsspecied
bytheFCCwiththephonetransmittingatitshighestcertiedpowerlevel
inalltestedfrequencybands.AlthoughSARisdeterminedatthehighest
certiedpowerlevel,theactualSARlevelofthephonewhileoperating
canbewellbelowthemaximumvalue.Becausethephoneisdesignedto
operateatmultiplepowerlevelstouseonlythepowerrequiredtoreachthe
network,ingeneral,thecloseryouaretoawirelessbasestationantenna,
thelowerthepoweroutput.
