#1 Can this charger start a car with a dead battery?

No. You can attach the charger to the battery while in the car but it will require time to charge. The battery must have some voltage or the charger will not detect the battery and won't begin a charge cycle.

#2 Will this work well with a dump trailer that sits outside all year long in midwest weather fluctuations & uses a marine battery?

Not sure it is weather proof, you may need to keep it covered or something. Polar just means the wiring etc is less brittle than regular and it has a little higher charging voltage. Otherwise it will work fine. I put one on my boat that sits in an unheated garage during a northern WI winter with no problems.

#3 My car has two huge batteries one front and one rear can i charge both with one charger ?

The MUS 4.3 Polar is designed to maintain lead-acid and AGM batteries (or battery bank) up to 160Ah. If both of your batteries combined are 160Ah or less this charger will work very well.
