nottoexceedtheemissionlimitsforexposuretoRadioFrequency(RF)energysetby
theFederalCommunicationsCommissionoftheU.S.Government.Theselimitsarepart
ofcomprehensiveguidelinesandestablishpermittedlevelsofRFenergyforthegeneral
population.Theguidelinesarebasedonstandardsthatweredevelopedbyindependent
scientificorganizationsthroughperiodicandthoroughevaluationofscientificstudies.
Thestandardsincludeasubstantialsafetymargindesignedtoassurethesafetyofall
persons,regardlessofageandhealth.
Theexposurestandardforwirelessmobilephonesemploysaunitofmeasurement
knownastheSpecificAbsorptionRate,orSAR.TheSARlimitsetbytheFCCis1.6
W/kg.TestsforSARareconductedusingstandardoperatingpositionsspecifiedby
theFCCwiththephonetransmittingatitshighestcertifiedpowerlevelinalltested
frequencybands.AlthoughSARisdeterminedatthehighestcertifiedpowerlevel,the
actualSARlevelofthephonewhileoperatingcanbewellbelowthemaximumvalue.
Becausethephoneisdesignedtooperateatmultiplepowerlevelstouseonlythe
powerrequiredtoreachthenetwork,ingeneral,thecloseryouaretoawirelessbase
stationantenna,thelowerthepoweroutput.
Beforeaphonemodelisavailableforsaletothepublic,itmustbetestedandcertified
totheFCCthatitdoesnotexceedthelimitestablishedbythegovernmentadopted
requirementforsafeexposure.Thetestsareperformedinpositionsandlocations(e.g.,
attheearandwornonthebody)asrequiredbytheFCCforeachmodel.
