In short, it is a good basic starter scanner. It will get you all analog transmissions from 27Mhz all the way up to 800Mhz.
For a beginner scanner though, it can be a little tough to program manually. I learned through google searches and youtube videos. But if you want to just figure out what is going on around you, the scanner is preset to scanner different frequency stretches with the push of a button. So you can tell it to search just the standard police/fire/ems frequencies, or just the aircraft frequencies instead of manually programming.
Oh, and yes this comes with enough accessories to permanently (wiring harness) or temporarily (cig lighter) set up in your car/truck or in your home as a base scanner (wall plug).
