Yes it does. It comes on when you open the door and turns off a few moments after you close the door and start the machine

#2 How many puppies and kittens could you fit in one of these, and what settings are the best to get them clean without producing a lot of static cling?

#3 does this washer have a delay wash option?

Yes, this washer has a delay wash. I have only used this feature once; however, I do not know how long one can delay the start of the washing cycle.

#4 Is there a quick wash cycle and how many minutes

yes it has speed wash cycle, but the time depends on your loads.
