#1 If I am baking at 425, then want to increase the temperature, I press OFF then Bake/Start with a higher temperature, say 450. When it starts to preheat again, it always shows a starting temp of 30-60 degrees lower than what I was originally cooking at.

To change the oven temperature while baking or broiling, you do not need to turn the oven off first.
While the oven is in use, press Bake or Broil (as appropriate).
Change the temperature using number pads or +/-, depending on model.
Press Start.

If you are raising the temperature, the unit will go into Preheat to reach the new temperature. During Preheat, the upper and lower heating elements are on high to speed preheating. You may need to remove your food until the oven reaches the new temperature.

You can also switch between Bake and Broil in a similar manner. For example, if you are Baking and want to switch to Broil to brown the top of the item you're cooking:
While the Baking temperature is displayed, press Broil Hi/Lo (once for Hi, twice for Lo)
Press Start

#2 Does this oven have a noisy cooling fan that is running whenever the oven is turned on, and until it cools , when turned off?

The unit does have a fan to cool it. That is why the oven can be large in the relatively compact 27" cabinet. However, the fan is almost silent, and it is designed to broil with the door closed. Of course, the oven fan vent does throw off heat. Any oven will heat up a room. It has nothing to do with a fan. It cannot defy the laws of physics. However the vent is the full width of the oven and at the bottom, so the air movement is soft and quiet; its actually kind of nice on a cold evening... For summer, your HVAC contractor should factor that the room has an oven when designing your cooling.
