#1 Does it have a function to heat without fan/blowing air?

You need the fan to blow the heat

#2 Will it resume working on its own when power is restored?

Yes, if you mean if it is tipped or disturbed, and shuts off. As
soon as it is placed in a stable position, it resumes working.

#3 Does the space heater have Teflon in it? I have pet birds and
want to know if it's safe to use for them.

I don’t think it does and I myself have birds and their
completely fine from the few times I’ve used this heater so i
understand your concern for their health I would highly
recommend that you just keep it far from them as possible
just to be on the safe side and they should be fine hope this

#4 Does this heater heat closer to the ground area?

It heats close to the ground, and has a heating element that
will shut off automatically when the incoming air is already
at sufficient temperature or when the unit is picked up or
tipped over. I tipped this over on purpose a few times
because I am sceptical about things that produce heat and
cause fires. It turned off every time.

#5 I need some thing to heat up the bathroom i am old and sick
and need extra heat to take a shower

I think this could do very well in that kind of confined space.
Maybe heat up the bathroom first and then turn it off and
unplug it (and possibly even put it outside the bathroom
while showering) so that steam doesn’t cause an issue with
it.

#6 Does this heater heat lower towards the floor?

Because it is very small, it sits very close to the floor. So I
would say yes. I use it on the floor in front of my couch to
warm my feet.
