#1 What are Instructions for steaming vegetables and cooking soups?

This does not come with a steaming insert but I bet you could put a small steamer in there. All you do is press the button on the outside, so I don’t see why you can’t use it for steaming or heating up soup.

#2 Is this price for one thing?

The price is for the whole rice cooker with lid and inner pot.
