#1 Why does the burner ignite only on the lowest water flow?

It is most likely because you have low water flow/pressure, if you are feeding this with a pump you may need a bigger pump, I f you have a filter system on your water supply perhaps its plugged?

#2 Sealed combustion?

No, they use a standard draft flue. HOWEVER they are incredibly dangerous and Marey will not support once you buy them.
