#1 Can this TV be used as a monitor for a surface pro 3?

I'm not familiar with the Surface Pro 3 but if it has an HDMI or
VGA output, The answer is yes. This TV has the following
inputs: HDMI, RF (Ant.), VGA, Component, Composite, USB (for
photos, USB Speakers, etc.). It is very versatile.

#2 What are outside dimensions?

There are much better TVs you can get now. I don't even have
this anymore, it is still a good tv if you get it used for a great
deal. Unsure about dimensions.
