Why is air blowing out of the sides? It is brand new and I have dust allergies. I’m afraid dust particles will blow onto my face. Does it have a Hepa filter?

After initial charging several weeks ago everything worked as expected.
Though it is kept on the charging cradle, and I've emptied it if any dirt or debris, when I turn it on it shuts down after approximately 5 seconds. Then, when I turn it on again, it repeats turning itself off after about 5 seconds. What can I do to solve this problem? I'm disabled and really need this to work.
