#1 Is the width size quoted here the width of the feet or the fire itself, as the feet appear to be the widest part?

The base of the legs stand approx. 1.5 - 2cm wider than the top panel. Top panel=38.5cm, legs =40 cm.

#2 Do I need to stand this on a mat or is it ok on carpet?

It is a metal unit but with plastic feet so they won't get hot. The air does blow downwards from the front but I wouldn't consider this an issue for carpet.
