#1 What is a desiccant dehumidifier?

Desiccant dehumidifiers remove moisture from the room by passing air through a rotating desiccant wheel. This desiccant wheel is fitted with a heater and as the moisture collected in the wheel passes through the heated area it will condensate into the water tank. The drier air is then pumped back into the room.

#2 How come my dehumidifier doesn't remove the rated capacity?

There is the international standard for rating dehumidifiers. They are rated to extract a certain literage per day (depending on their size) based on an environment of 80% humidity and temperature of 30°C.
In New Zealand we rarely have climatic conditions with 80% humidity and 30oC temperatures. Therefore, in most cases the extraction levels will be lower than the units listed rating. In general, they will only extract about 60% of the rated capacity.
