#1 do you need a hood vent above with this cooktop?

With this cooktop offering a built-in downdraft system, you will not need an updraft venting system.

To ensure you have the needed space to accommodate the blower assembly and blower plenum, please take time to peruse the installation instructions beginning on page 15.

#2 Would this cook top throw the air out of the house or would it be circulated in the house through air conditioning?

The PGP989TNWW is a GE Profile series, built-in gas downdraft cooktop. The cooktop has a downdraft vent system as a part of the cooktop. The cooktop requires that the downdraft vent be ducted to the outdoors. This means that when the downdraft vent is in use, the air is sent outdoors through the ductwork. The vent is not a recirculating vent and does send the air outdoors.
