#1 Cost to run??

It depends on your cost per kWh from your electric company; at full power this will pull 1500 watts or 1.5 kW, so at 1 hour of runtime (always on) it would be 1.5 kWh. In Iowa my cost would be about 13 cents for an hour.
Do keep in mind once the room is up to temp, it won’t run constantly.

This would be expensive if you ran it 24/7, about $100 at 13 cents an hour; again if it was always on for a whole month. But should be fairly inexpensive as supplementary heating and if you’re only using it from time to time.
To get an exact cost you’d have to plug it into a Watt meter and run it for a few days

#2 Is the heating and infrared element replaceable? Is it available at Home Depot?

I don't know the answer as I have never had to replace one in more than 5 years. Home Depot does sell the furnace at a fair price.
