#1 can I permeantly keep this unit connect while driving or need to use diods to stop block back feed from battery?

Yes it is designed to be connected to your battery. You just unplug the extension cord to start or drive the vehicle. When you get back just plug it up and it will help maintain the battery. Nice product for vehicles that aren't driven often.

#2 If this unit sends 14.6 volts to an AGM battery is that too high for the battery?

The maintainer has two output levels, 6 volts and 12 volts. It is clearly printed on the body of the unit. There should me little danger of damage to your AGM battery.

#3 This can be mounted next to the battery and ok to get wet? and automatic turns off?

The SC-1300 is designed to be mounted on the battery under the hood of the vehicle - it will withstand some minor splashing but not to be left out in the open weather elements
