#1 Is this stovetop a downdraft?

No, it is not a downdraft.

#2 We just installed this into our new kitchen and it burns everything. If you turn knob on high then turn down to low and come back a few minutes later it i s red hot again and boiling when it would be low and simmering. I at at my wits end with this

Are you turning the knob counter-clockwise or clockwise? Turning counter-clockwise gets you to the lowest/first element settings first. Maybe try turning on only one of the elements until you are used to it. Some of the burners have two or three elements. The elements also have different watts. Using the lowest might help you get a feel for it.

#3 I have a gas top right now which is of the same size as this one. Do I need to have a special wiring for the electricity?

Yes, you will need 240 volts. It is a direct wire in a junction box. Not plug in
